Four candidates seek sanitary district seats

HARKERS ISLAND — Voters here will have four candidates to choose from on Election Day for the three seats available on the Harkers Island Sanitary Board, which oversees the island’s water system.
Board incumbents Lorenz Meyer and Clifford Rice are seeking re-election to their seats, with candidates Rusty Brooks and Jim Jablonski hoping for positions, as well.
Election Day is Nov. 3 for the Harkers Island Sanitary Board, as well as municipalities across the county. But as in previous years, voters will get to cast ballots during the early, one-stop voting period from Oct. 15-31.
One-stop voting will be available at the County Board of Elections office in the Beaufort Square shopping center at 1702 Live Oak St., Beaufort, and the Western Park Community Center at 275 Old Highway 58, Cape Carteret.
The News-Times requested biographical information from each of the candidates. The following is a synopsis of their statements. Mr. Meyer did not respond to the newspaper’s request.
Harkers Island Sanitary Board
Clifford Rice
Address: 126 Maxwell Drive, Harkers Island, N.C. 28531.
Date of birth: Feb. 7, 1947, in Arapahoe; reared in Atlantic.
Family: Wife, Trudy Hill Rice; three spoiled cats; no children.
Education: Bachelor of Science in Industrial Engineering, N.C. State University; registered professional engineer in North Carolina, certificate number 7957 (now inactive).
Occupation: Retired from corporate senior management career, now working hands-on in construction of custom sports fishing boats.
Political experience: Currently serving as chairman of the Sanitary District Board of Directors. I have never run for or served in any other publicly elected position.
Civic activities: Board member of Carteret-Craven Electric Cooperative and prior board president of the Harkers Island Electric Membership Corp.; serve as trustee and member of the board of the Free Grace Wesleyan Church on Harkers Island; president of the Board of Directors of the Harkers Point Owner’s Association.
Qualifications: My commitment to serving the community, my professional business experience and my education all contribute to making me a good choice for this position. I also feel I have the support of the other board members in that I was elected by them to serve as chairman of our board.
Positions and goals: The sanitary district is responsible for assuring the continuing supply of high quality water to our customers at a cost that is consistent with good business practices. We must continue to serve the current customers and be prepared to serve others in our area as the customer base and demand grows over time.
We have negotiated a management agreement with Carteret-Craven Electric Cooperative to provide the staff, facilities and supplies necessary to operate the water system and to carry out the administrative work of meter reading, billing and collection of payments. We must continue to work closely with CCEC to assure the service, quality and cost objectives are defined and met, and that future needs are defined and plans are in place to meet these needs.
My goal, if elected, is to help the Sanitary District Board assure these objectives continue to be met. I encourage all registered voters on Harkers Island to turn out for this election and support your Sanitary District Board members. I ask for your vote to continue to serve you in this capacity. Date of birth: Jan. 11, 1943, Toledo, Ohio.
Family: Wife, Suzanne, a retired registered nurse; and son Lt. Col. James Jablonski, MD, a commander of Buckley Air Force Clinic in Denver, Colo.
Education: Bachelor in Business Adminstration from the University of Toledo; and special courses at the University of Akron, Kent State, University of Illinois, University of North Carolina; and community colleges.
Occupation: Retired plant/general manager in pharmaceuticals, over-the-counter drugs, rubber, food, electronics and county government.
Political Experience: Special project (major land development) for Eagle Scout award; economic development director for Nash County; significant water connection for 100-acre Abbott Labs expansion and new truck terminal for Southeastern Truck Co.
Attempted to petition the National Park Service to open their underutilized boat ramp and parking lots on weekends and holidays to the public; attempted to petition the U.S. Postal Service to move the Harkers Island station to a safer location – the closed bank would be perfect. Both efforts failed; have the National Park Service fabricate a boardwalk for the handicapped over the new rocks on the east end of their land.
Civic activities: Coordinator of Parkinson disease support group in Morehead City; member of the Military Affairs Committee of the Carteret County Chamber of Commerce.
Qualifications: My in-depth and rounded experience with a positive and open mind in a team effort is an attribute.
Positions and goals: Review on a regular basis all significant factors; monitor water availability with planned and future housing developments; scientifically determine potential saltwater migration into fresh water reservoirs; maintain rates as economically low as possible; and determine capital projects as planned rather than emergency surprises.

Positions and goals: To ensure the highest quality of water is provided at the most effective cost to the island residents.
